APAC HR & Office Manager

Office Manager Duties:
• Work with building management/landlord on facilities issues such plumbing or electrical issues.
• Maintain office equipment; arrange for repair as needed.
• Oversee ordering and stocking of office supplies.
• Coordinate travel and hotel arrangements for visitors and/or employees from other locations.
• Organize local events which may include coordinating branch social activities, internal meetings, etc.

Human Resources: 
• Plan, organize and control all activities of the department within the APAC offices. Participate in developing HR initiatives and global objectives. 
• Monitor the performance evaluation program. 
• Maintain department records and reports. 
• Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed. 
• Ensure the APAC office acts in accordance with the appropriate employment legislation and regulatory frameworks. 
• Serve as first point of contact for APAC employees on any HR-related questions or issues. 
• Maintain and update all local personnel records and all personnel records stored electronically. 
• Onboard new employees. 
• Benefits administration. 
• Process employee terminations. 
• Partner with local management in any employee relations or performance issues. 
• Work with local attorney as needed for employee terminations, etc. 
• Work with headquarters HR in coordinating annual merit increases and all other compensation related decisions. 

Payroll Administration: 
• Administers monthly payroll for all APAC employees (hourly, non-exempt, exempt, commissioned) 
• Processes employee changes. 
• Audits time and attendance system for integrity. 
• Manages leaves (process, compliance, remuneration, and compensation). 
• Enters monthly sales commissions as part of payroll processing. 
• Verifies payroll correctness. 

Recruiting: 
• Management of APAC Recruitment activity using the ATS (Applicant Tracking System). 
• Conduct recruitment effort for all exempt, nonexempt and temporary workers. 
• Maintains job descriptions and places advertisements. 
• Works with hiring managers to screen and interview candidates. 
• Conduct reference checking and extends job offers. 
• Full cycle HR - Conduct new-employee orientations, retention, monitors career-path program and employee relations counseling, conducts exit interviews. 

Competencies: 
• Demonstrated knowledge and understanding of human resources laws and processes in Taiwan and APAC regions. 
• Excellent interpersonal skills and an ability to communicate by written and verbal means at all levels within the organization. 
• Able to diplomatically influence at a senior level as an articulate and effective communicator. 
• Strong analytical and problem-solving skills and a good team player. 
• Excellent interpersonal skills and ability to build trusted relationship with Management members and employees. 
• Must be proactive with strong initiative; a self-starter who is comfortable working independently and possesses the ability to take on new tasks with little guidance.


Others
• Fluent in English, additional languages a strong plus.
• Degree in Business, HR or equivalent. 5+ years of human resources experience.
• Minimum 3 years office management/administration experience.
• 5 years multi-country payroll and recruiting experience.
• Prior experience working with US headquarters a plus.
• Prior experience in high tech industry preferred.
• Competent in legal requirements regarding relating to payroll, state and local taxes, benefits administration, employee relations and other best practices.
• Proven ability to provide exceptional customer service with internal and external contacts.
• Ability to handle sensitive and confidential information.
• Ability to handle periods of increased workload and deadlines.
• Ability to balance company and employee needs, handle confidential information and stressful situations with tact and sensitivity.
• Experience working with HRIS and ATS systems.
• Proficiency in Microsoft Word, PowerPoint, and Excel, internet, (Confluence and JIRA a plus.)
